Golden Visas 2.0: More Value for the Country, More Meaning for the Investor

Instead of looking at golden visas merely as a way of attracting capital, we should recognize them as a platform for importing talent, new ideas, and entrepreneurial ambition.
Since its creation in 2012, Portugal’s golden visa program has been the subject of intense debate, often clouded by prejudice and superficial readings. Yet more than ten years later, it is time to look at the facts with clarity and understand the strategic potential this instrument can continue to hold for Portugal, if guided with intelligence and long-term vision.


In 13 years, around 33,000 residence permits have been granted through golden visas, representing less than 0.3% of Portugal’s resident population. Far from creating demographic pressure, this number shows the selectivity and controlled scope of the program. More important than the numbers, however, is the profile of the investors: in most cases, they are highly qualified individuals, with proven track records in their fields, bringing not only capital but also knowledge, experience, and international networks.


This is precisely where the real opportunity lies – and perhaps also where recent changes to the program have missed the mark. By progressively restricting investment routes, particularly in real estate, political debate lost sight of what could have been most valuable: leveraging investors’ contribution to the renewal of Portugal’s economic and entrepreneurial fabric. Instead of treating golden visas only as a channel for capital inflows, we should position them as a structured mechanism to attract talent, new ideas, and entrepreneurial ambition.


The future of Portugal’s golden visa program should not be dictated by ideological fears or hasty generalizations. The challenge lies in redesigning the program with rigor, transparency, and strategic ambition. The priority should be attracting the right investors, into the right sectors, with the right incentives.


In this context, investment in closed-end venture capital funds deserves special attention. By definition, these funds invest in startups with innovative business models and international scaling potential. By channeling qualified foreign investment into these funds, we directly stimulate national entrepreneurship and create conditions for more Portuguese startups to thrive. This is an investment with a multiplier effect: not only does it inject capital where it is most needed, but it also allows investors to add value through their know-how, mentoring, and global networks. This contrasts clearly with other, more passive investment options of limited impact, such as open-ended funds that replicate the Portuguese Stock Index or invest in the debt of already established companies.


The reality is that most European countries offer a horizon of between five and eight years for golden visa investors to access nationality. Portugal is no exception. However, unlike many of those countries, Portugal has an open economy based on small and medium-sized enterprises, where the impact of qualified investment can be profoundly transformative. What is at stake is not merely granting a residence permit in exchange for an investment; it is about creating a structured channel for collaboration between experienced investors and the Portuguese business ecosystem.
The future of Portugal’s golden visa program should not be shaped by ideological fears or superficial narratives. The challenge is to redesign it with rigor, transparency, and strategic ambition. The priority must be attracting the right investors, into the right sectors, with the right incentives. Properly guided, golden visas can be much more than a capital-attraction instrument: they can become a driver of economic renewal and a lever for the future we want to build.
