Portugal vs Dubai Golden Visa: Why Price Is Not the Decision

Choosing between Portugal and Dubai?

Talk it through with Fernando Ferreira, General Partner at Ventures.eu.

The UAE investor Golden Visa asks for AED 2 million, about €489,000. Portugal’s fund route asks for €500,000. The entry price is almost identical, so price does not settle the choice.

What settles it is what the residence is for. Dubai gives you a base in one of the fastest-moving business hubs in the world, with no personal income tax. Portugal gives you a foothold inside the EU single market, Schengen travel and a path to permanent residence from year five. This guide compares the two routes side by side. Key takeaways

  • Price: AED 2,000,000 is about €489,000 at the ECB rate of 28 October 2026 and the dirham’s fixed rate of 3.6725 to the US dollar. Portugal asks for €500,000. The gap is about 2%.
  • The money: In the UAE, you deposit it with an investment fund or national bank, or hold it as company capital, and it must be your own. In Portugal, it buys units in a fund that puts at least 60% into Portuguese companies.
  • Presence: Portugal asks for about seven days a year. The official UAE page does not state a yearly minimum.
  • Access: The UAE gives you a base in the Gulf. Portugal gives you the EU single market and Schengen travel.
  • Tax: The UAE does not tax personal income. The visa does not set your tax position in either country.
  • Citizenship: Portugal now asks for 10 years of legal residence for most applicants from outside the EU. The Golden Visa is a residence route first.

How the UAE Golden Visa works

The UAE investor route grants a 10-year residence with automatic renewal and no sponsor. Your spouse and children can get residence permits, and so can your parents. You also need valid health insurance when you apply.

The conditions on the money are strict. The capital must be fully owned by you and must not come from a loan. You can place at least AED 2,000,000 as a deposit with an investment fund or one of the national banks operating in the UAE. You can also hold it as capital in a company. A separate real estate route requires UAE property worth at least AED 2,000,000 and allows financing through an approved local bank.

Dubai suits investors who want a base inside the Gulf, close to its business network. That is the product the UAE sells.

How the Portugal Golden Visa works

Portugal’s investor route in this comparison is the fund route. Under Decree-Law 14/2021, you transfer at least €500,000 to buy units in an investment or venture capital fund set up under Portuguese law. The fund must have at least five years left to run when you invest. At least 60% of its investments must go to companies based in Portugal. The AIMA application form confirms these terms and requires the money to arrive by international bank transfer.

Portugalist reports that you must spend seven days in Portugal in the first year and 14 days in each two-year period after that, which averages about seven days a year. It also reports that permanent residence is possible from year five. Confirm both points with a lawyer before you invest, because the rules change often.

That 60% rule matters. Your capital does more than sit in an account. It funds Portuguese companies.

Tax: Dubai has the headline, but residence decides

The UAE has an obvious pull. The government states that it does not levy income tax on individuals. It does charge a 5% VAT on goods and services.

A Golden Visa does not set your tax position in either country. Your tax residence depends on where you live and spend your time, and those rules differ from the visa rules. Speak to a tax adviser in both countries before you decide.

Citizenship: the long view

Portugal’s nationality rules changed on 19 May 2026. Under the new law, applicants from countries outside the EU and the Portuguese-speaking world need 10 years of legal residence before they can apply. Applicants from the EU and Portuguese-speaking countries need seven. Treat the Golden Visa as a residence route first. Plan around the 10-year timeline if a Portuguese passport is your goal.

Which one fits you: what is the residence for?

Sometimes the visa is not the product. The region is. Ask yourself three questions.

  • Where do you want your business and your family to have access? The UAE gives you a base in the Gulf. Portugal gives you the EU single market and Schengen travel.
  • How much time will you spend there? Portugal asks for about seven days a year, so you can keep your life where it is and still hold EU residence.
  • What do you want your capital to do? In the UAE, you deposit it or hold it in a company. In Portugal, it goes into a fund that invests at least 60% in Portuguese companies.

If you want a business hub with no personal income tax, the UAE fits. If you want a foothold in Europe with light presence requirements and a path to permanent residence, Portugal fits.
